# The minimum budget for a startup to test TV advertising in the UK

Seller minimums are lower than most founders expect, and the budget that teaches you something depends on what you want to learn.

A UK TV test is within reach of a seed-stage budget. Sky's AdSmart site advertises addressable TV from £3,000, Universal Ads advertises a £0 minimum, and standard Clearcast clearance is free, though Clearcast asks you to allow two to three weeks. The right minimum depends on what the test has to show: that the ad runs, that response moves in the region you bought, or that TV caused sales. ## What the sellers ask for

UK television has more small doors than its reputation suggests. Sky's AdSmart site advertises TV from as little as £3,000, and Sky says you pay for an ad only once at least 75% of it has been viewed. Universal Ads, Comcast's self-serve platform, launched in the UK on 23 June 2026 with Channel 4, ITV and Sky, and its UK site advertises a £0 minimum spend. STV's self-service calculator books Scottish regions in runs of one week, ten days or two weeks and works out the price as you fill it in, and ITV says half its advertisers are small businesses running regional ads.

Thinkbox, the trade body for commercial TV, counts 598 advertisers that spent less than £50,000 on TV in 2025, more than 200 of them under £10,000, and 984 advertisers new to TV that year. Its job is to promote TV, and the counts are still counts: small budgets on television are ordinary.

Linear airtime is priced another way. Thinkbox puts the average cost of reaching 1,000 adults with a 30-second ad at £7.23, or 0.72p a person, on 2025 data. That figure is per thousand impacts, a measure of linear viewing, and Thinkbox notes that broadcaster streaming is traded on impressions instead, so it does not compare directly with a streaming CPM.

## The costs that are not media

Three costs sit outside the airtime, and the first is mostly time.

- **Clearance**: Standard Clearcast clearance is free for an ad of up to five minutes on a channel Clearcast clears for. Allow two to three weeks. Fast Track costs £660 plus VAT, with feedback within 24 hours.
- **The broadcast master**: Television wants a mezzanine file. The one AdBuyMCP's creative studio specifies is 1920 by 1080 at 25 frames per second and at least 20Mbps, with supers inside 90% title-safe and audio to EBU R128.
- **Making the film**: Production is its own budget with its own quotes, and this guide does not estimate it.
- **The platform fee**: AdBuyMCP's fee is 10% of media, dropping to 5% plus £749 a month above £25,000 of trailing 30-day spend, disclosed per line.

## What the planner does to a TV line at each budget

The homepage planner splits a monthly budget with the product's own goal weights and drops any line that cannot clear its plan floor. Television's floor is £1,000 a line. The table runs that arithmetic at the planner's own budget stops, over a four-week flight, for each goal.

At £2,000 television drops on every goal. That budget is this site's entry point because it funds two or three channels properly, so at that level the stronger plan concentrates on two or three channels and adds television later. At £12,500 all seven lines fund on awareness and consideration plans, while a performance plan, which weights search and social far more heavily, still drops television.

## A TV-only test

If television is the question, test television on its own. A plan with only a television line puts the whole budget there, and AdBuyMCP's Sky AdSmart workflow checks Sky's £3,000 minimum before it generates a booking document. On £3,000 of media the fee is £300 at the standard 10% rate; the 5% tier, with its £749 monthly fee, starts above £25,000 of trailing 30-day spend.

Choose the region before the budget. An addressable burst concentrated in a few postcode districts or one broadcast region gives each household there more chances to see the ad than the same money spread nationally, and it leaves the rest of the country as a comparison.

Then write down what the test is for. A first burst can show that the ad clears, runs and reads well, and whether response on your own site moves in the region you bought compared with the regions you did not. A claim that television caused sales needs a powered geo test, and whether one is possible depends on the conversions in the test region, which the small-budget power guide lets you check before you spend.

## The limits of this guide

The seller figures above are the sellers' own claims and a trade body's counts, checked on 24 September 2026. Prices move, and Sky, ITV and STV publish no rate card. AdBuyMCP does not buy UK broadcast inventory today: Sky AdSmart and ITV are booking-paperwork rails where a person at the sales house makes the booking, the Universal Ads connector is a stub, and no television delivery statement has been reconciled here. No rail has spent money yet. The budget table is planner arithmetic that splits money by goal weights and floors, and it forecasts no reach, delivery or lift. Neither £2,000 nor £12,500 is a claim that a lift test can be powered, and £12,500 funds all seven channels only on an awareness or consideration plan.

### What is the cheapest way for a startup to get on TV in the UK?

The lowest published entry points are self-serve and addressable. Universal Ads advertises a £0 minimum across Channel 4, ITV and Sky inventory, Sky advertises AdSmart from £3,000, and STV's self-service calculator books Scottish regions from one week. Standard Clearcast clearance is free. Making the film is a separate cost this guide does not estimate.

### Is £2,000 a month enough to include TV on AdBuyMCP?

Not alongside other channels. At £2,000 a month the planner drops television on every goal, because its share falls under the £1,000 plan floor, and spends the budget on the lines that can carry it. A plan with only a television line puts the whole budget there, and Sky's £3,000 minimum still applies at booking.

### Can a small TV test prove that TV works?

It can show that the ad clears and runs, and whether response moves in the region you bought. Proving that television caused sales needs a geo test with enough conversions in the test region to detect the lift you care about, and many startups do not have them yet.
